It's drilled in the top to let gases escape when they "glue" the IHS to the chip. Intel has said that it is fine if thermal paste get's into the hole. It won't hurt the chip or cause it to short circuit.
@Zautos: Av ren försiktighet skulle du kunna välja att använda dig av kylpasta som inte leder ström. Det hade jag gjort, men eftersom Intel officiellt sagt det så går väl det på garantin om den blir bränd av den anledningen
