when I try to start for the first time with this motherboard, the computer dont start up only a green lamp are lighting (standby power LED)what`s wrong?????????????

EWERY PART ARE NEW AND i START
FOR THE FIRST TIME,CAN THE PINSETTING FROM THE CHASSI CAUSE THIS PROBLEM?????
